I have a friend, spent years in a church, and yet who says he cannot believe, so then what?

Is it possible for a people to no longer be able to believe?
Yes.
Oh, how careful we must be in our daily lives, receiving and applying the Word of God, in all we do.
To be a hearer only, and not a doer of the Word, makes us a Rejector of the Word, and lost.
The scripture that best describes this situation is....
John 12:37-41 NLB
37 But despite all the miraculous signs Jesus had done, most of the people still did not believe in Him.
38 This is exactly what Isaiah the prophet had predicted:
"LORD, who has believed our message?
To whom has the LORD revealed His powerful arm?"
39 But the people couldn't believe, for as Isaiah also said,
40 "The Lord has blinded their eyes
and hardened their hearts—
so that their eyes cannot see,
and their hearts cannot understand,
and they cannot turn to Me
and have Me heal them."
41 Isaiah was referring to Jesus when he said this, because he saw the future and spoke of the Messiah's glory.
This is yet future, but its principle, has been at work since the days of Christ.

9 This man (the coming Anti-Christ; world leader) will come to do the work of Satan with counterfeit power and signs and miracles.
