What is meant that angels always behold the face of God?

The scripture to which you refer is....
Matthew 18:10 KJV
“Take heed that ye despise not one of these little ones; for I say unto you, That in heaven their angels do always behold the face of My Father which is in heaven.”
Our Lord, stated that these angels, are always in a state of readiness, to do the will of God in heaven.
This idea is expressed else where in scripture:
I Kings 1:20 KJV
“ And thou, my lord, O king, the eyes of all Israel are upon thee, that thou shouldest tell them who shall sit on the throne of my lord the king after him.”
I Kings 1:20 NLB
“ And now, my lord the king, all Israel is waiting for you to announce who will become king after you.”

Psalm 123:2 KJV
“Behold, as the eyes of servants look unto the hand of their masters, and as the eyes of a maiden unto the hand of her mistress; so our eyes wait upon the LORD our God, until that he have mercy upon us.
