Who are these people, this cloud of witnesses?

Well to be sure, they are Believers and the Heroes of Faith mentioned in chapter 11. and the many Angelic Beings that watch over the affairs of men.
Called the “Wachers.”
Mighty Angelic beings that watch over the affairs of men and often decide their fates, as they did with arrogant Nebuchadnezzar.
