According to the Word of God, yes.

Luke 12:47,48 KJV
[47] And that servant, which knew his lord's will, and prepared not himself, neither did according to his will, shall be beaten with many stripes.
[48] But he that knew not, and did commit things worthy of stripes, shall be beaten with few stripes. For unto whomsoever much is given, of him shall be much required: and to whom men have committed much, of him they will ask the more.

Luke 12:47,48 NLT
47 And a servant who knows what the master wants, but isn’t prepared and doesn’t carry out those instructions, will be severely punished.
48 But someone who does not know, and then does something wrong, will be punished only lightly. When someone has been given much, much will be required in return; and when someone has been entrusted with much, even more will be required.

Whether the judgment be in the Kingdom of God (where God's “servants,” are), or on the day of Judgment (Great White Throne, for the lost,) punishment, is according to lack of obedience.
Though one may be ignorant, yet no doubt opportunity existed to learn the Master's will, and was not exercised, and so, stripes, yet few.
