He that believeth and is baptized shall be saved; but he that believeth not shall be damned.

No! Nothing plus faith, equals salvation.

Ephesians 2:8,9 KJV
8 For by grace are ye saved through faith; and that not of yourselves: it is The Gift Of God:
9 Not of works, lest any man should boast.

Titus 3:5 KJV
Not by works of righteousness which we have done, but according to his mercy He saved us, by the washing of regeneration, and renewing of The Holy Ghost; 

Our Lord told the repentant thief on the cross....

Luke 23:43 KJV
And Jesus said unto him, Verily I say unto thee, Today shalt thou be with Me in paradise.

And he had not been baptized.

Notice that the emphasis is on the word “believeth”, and not the word baptism.
The person who does not believe The Word Of God, is lost.

The Apostle Paul:

For Christ didn’t send me to baptize, but to preach The Good News—and not with clever speech, for fear that the cross of Christ would lose its power.

The Gospel, saves not baptism:

15 Let me now remind you, dear brothers and sisters, of The Good News I preached to you before. You welcomed it then, and you still stand firm in it. 
2 It is this Good News that saves you if you continue to believe the message I told you—unless, of course, you believed something that was never true in the first place.

John 3:16 KJV
For God so loved the world, that He gave His Only Begotten Son, that whosoever believeth in Him should not perish, but have everlasting life.

Is baptism important, yes! It is commanded by our Lord.

Matthew 28:19,20 KJV
19 Go ye therefore, and teach all nations, baptizing them in the name of The Father, and of The Son, and of The Holy Ghost:
20 Teaching them to observe all things whatsoever I have commanded you: and, lo, I am with you always, 

“Well, if baptism is not an instrument of salvation, just what is it?”

It is a public confession that we have received The Lord Jesus Christ as our Savior, and are a Christian.

Romans 10:9,10 KJV
9 That if thou shalt confess with thy mouth The Lord Jesus, and shalt believe in thine heart that God hath raised Him from the dead, thou shalt be saved.
10 For with the heart man believeth unto righteousness; and with the mouth confession is made unto salvation.

9 If you openly declare that Jesus is Lord and believe in your heart that God raised Him from the dead, you will be saved. 
10 For it is by believing in your heart that you are made right with God, and it is by openly declaring your faith that you are saved.
