1 Then drew near unto Him all the publicans and sinners for to hear Him.
2 And the Pharisees and scribes murmured, saying, This man receiveth sinners, and eateth with them.
3 And He spake this parable unto them, saying,
4 What man of you, having an hundred sheep, if he lose one of them, doth not leave the ninety and nine in the wilderness, and go after that which is lost, until he find it?
5 And when he hath found it, he layeth it on his shoulders, rejoicing.
6 And when he cometh home, he calleth together his friends and neighbors, saying unto them, Rejoice with me; for I have found my sheep which was lost.
7 I say unto you, that likewise joy shall be in heaven over one sinner that repenteth, more than over ninety and nine just persons, which need no repentance.

In verse 2
2 And the Pharisees and scribes murmured, saying, This man receiveth sinners, and eateth with them.

The Pharisees and Scribes thought themselves as “just persons.”

Our Lord here sets forth this story to show them otherwise!

Our Lord speaking of the  the publicans and sinners, who The Pharisees and Scribes despised (verse 1). Would bring “ joy shall be in heaven,” because they would repent.

“The Pharisees and scribes,” themselves were hopeless, claimed Jesus, because  these “just persons, which need no repentance.'

Actually this verse is easier to understand if we realize the righteousness the Pharisees and Scribes had, was Self-Righteousness, that is they were righteous in their own eyes, and had no need of repentance, and thus they were lost.

Mark 2:17 KJV
When Jesus heard it, He saith unto them, They that are whole have no need of the physician, but they that are sick: I came not to call the righteous, but sinners to repentance.
